Nexball - make it optional to have jumppads affect the ball

A change somewhere along the line is now causing a ball in Nexball to be affected by jumppads. This used to not be the case. I can already visualize maps where this could be a fun addition to the gameplay, but it also breaks other maps quite significantly.
I don’t know if this should be a g_nexball_etc cvar, or if there is a way to make it map - or jumppad - specific. I would welcome the latter, but both would be acceptable I guess.
