writing a gamepack quality policy
This is an attempt to collect basic rules to ensure a gamepack reaches a certain level of quality or is not hijacked to do something it's not made for. Those rules may be used to evaluate if a gamepack can be shipped with netradiant by default.

The very easy way to know if a file can be shipped in a gamepack or not is to ask this question:
- do the map compiler has to find the file to build a map?
If the answer is yes the gamepack is not the place to ship the file.
