Enable GL_OES_framebuffer_object on Android - it was broken in Android 2.1 but...

Enable GL_OES_framebuffer_object on Android - it was broken in Android 2.1 but that's been irrelevant for years.

Remove prototype for R_Init, it doesn't exist.
