replay contents of the `conring` once serial/VGA is setup

Description:

Messages printed before the serial and VGA are setup only end up in the internal console buffer.
Replay those to the external consoles (serial, VGA) once setup.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
