org-capture is globally accessible

Summon org-capture using a single keyboard shortcut, globally, from any other application or virtual desktop.

Acceptance Criteria

• Given a user wishes to capture an item
• When the following are executed
  • [SK] WIN + 0 - Global Shortcut for Org-Capture
• Then the resulting org-agenda should
  • appear as an overlay
  • [UX] not have any borders or toolbars
  • [UX] be floating, disappearing only when C-c-k is pressed
