Unable to enable .NET Framework 3.5 feature

I wanted to do a fresh install of w10 22h2 from w10 21h2, both in french. so on the old 21h2, I compiled the latest wsusoffline-master and I included the french language with '' AddCustomLanguageSupport.cmd fra '', then I downloaded the updates for 22h2, the dotnets and the c++ dll. However, when I install the updates after a clean install of 22h2, .NET 3.5 is not installed
