Test upgrade from CE to EE
It seems that the upgrade from CE to EE failed in 9.5 due to the new license checks (fixed in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/2783). We should verify that the DB migrations work fine from CE to EE.
