Test with Internet Explorer 11

https://gitlab.com/gitlab-org/gitlab-ce/issues/53052 is the latest example where our frontend may not work with Internet Explorer 11.

Could we use https://github.com/ca-cwds/CALS/wiki/IE-testing-with-Capybara-Selenium-Rspec to test our current specs on IE11?
