Update Numbers to Remove Twilio API Call

Further to #12 (closed) I am going to remove unnecessary calls to the Twilio API calls. Currently things like numbers list calls twilio which eats up time. Need to remove that and only allow it to sync to twilio once.

Inclusive in this issue is general numbers table design improvements
