First packet comment hotkey not working
## Summary
As summarized in [ask question 29664](https://ask.wireshark.org/question/29664/first-packet-comment-hotkey-not-working/): adding the very first packet comment in a pcapng file does not work with the default Ctrl+Alt+C keyboard shortcut, instead it requires right click on the packet, click on "Packet Comments" and then "Add New Packet Comment...". Then afterwards, the hotkey seems to work, but for the very first comment, it does not.
## Steps to reproduce
1. Open any capture file that has no packet comments yet
(it has not been evaluated whether there is a dependency on the file format, but the assumption is that it applies both for pcapng and 1.x cap files as well)
2. Press Ctrl+Alt+C
## What is the current bug behavior?
Ctrl+Alt+C does not do anything if there are no comments yet, the first comment can be added only via clicking
## What is the expected correct behavior?
Ctrl+Alt+C works also for the first comment
