NSIS: Create extcap\README.txt

Invoking most of the binaries under the extcap directory on Windows requires additional environment setup which isn't necessarily obvious. This commit updates the NSIS installer to place a simple README.txt in the extcap directory with a brief explanation of those requirements.

This is intended to be a minimally intrusive improvement to address Issue #17129 (closed).
