Freeze on opening an incomplete RFC 7468 file

Summary

I don't think I can add anything to the title.

Since this probably counts as a security issue, I'm marking it confidential.

Steps to reproduce

Open the attached file.

What is the current bug behavior?

Wireshark freezes.

What is the expected correct behavior?

It shouldn't freeze. Ideally, it should report that the file is malformed.
