Make MinGW-w64 a first class development target
Wireshark is a great example of a successful quality FOSS project. MSYS2 is a great distribution that provides a Linux-like building platform for Windows. We should support building with MinGW-w64 FOSS toolchain and at least support-wise have that be on par with the Wireshark build using Microsoft Visual Studio.
Requirements:

Fix build with CMake and MSYS2 MINGW64 shell. -
Add README.msys to project. -
Add a stand-alone binary distributable with installer. -
Add missing MSYS2 dependencies, either in a private repository or preferably with upstream. -

Move development instructions to the WSDG.
