Discovery - Video transfer management

Description

We need to have a stable and predictable way to download videos off of external devices. While exact intricacies will vary from one to another model/vendor, these operations should be somewhat centralized to facilitate uniform download (and recovery, if possible?) behavior and status emission to clients.
