Decoding a losslessly recompressed JPEG back to JPEG is very slow

Issue description

cjxl lossless transcode and djxl 02F_Nov_21_2012_0225Z.jxl 02F_Nov_21_2012_0225Z.ppm are fast, but if I want to get the original file back by djxl --jpeg 02F_Nov_21_2012_0225Z.jxl 02F_Nov_21_2012_0225Z.jpg, it is very slow - djxl is still running after 5 minutes.
