Split meta verdicts into their own folder
Currently, "meta:" accepts any verdict but verdicts are carefully designed to fit into a linear process and meta is designed to provide further context and both are mutually exclusive.
As of now, meta is

and rgrep "meta: " _android/ _iphone/ _hardware/ _bearer/ | sed 's/.*meta: //g' | sort -u
look good but this should be tested by /script/migrate or refreshResults, too.
