Half-Life: Alyx - no Workshop tools

The native Linux release of Half-Life: Alyx does not include the Workshop tools.

However, the following issues remain with this approach:

• cannot upload mods to the steam workshop
• cannot launch the mod configurator
• the tools crash
• the tools do not run with Proton
