Autogenerated keywords do not get updated

When the description of a proposal is updated, the autogenerated tags don't get updated

When I initially created my proposal, I had added boilerplate text. The intention here was to create a draft that I could then share with a colleague and we could iterate on it.

After a few iterations, the initial autogenerated keywork is still there and no new keywords have been added.
