Some dryrun example comand-line is necessary in README

In 1. As a Command-Line Interface (CLI) application. case, we see this command works.

STPL/examples/case-study/data$ ../../../build/src/stpl-monitor ../stpl-eq-9.conf

It is a bit difficult to find for beginner. I wonder if we could put an example command in README.
