Documentation: how does [restart] work?

The singlepoint tutorial gives an example of how to set [restart] https://vibes-developers.gitlab.io/vibes/Tutorial/0_singlepoint/#automatic-restarts

And in the API docs we have (https://vibes-developers.gitlab.io/vibes/Documentation/input_files_slurm/#restart-a-job)

vibes supports autmatic restarts if the job will take longer than the available walltime, which is often the case during ab initio molecular dynamics simulations. Restarts can be requested by adding...

But as a user I don't understand what this really does. Does this feature work with schedulers other than slurm? What failure modes are covered? In the tutorial, the wording implies that this works with failures other than walltime, but the slurm submission page only mentions exceeded walltime.
