[feat] feature req: disable registration for agents also, registration only by administrators

agent are only "burritos", only proper childrens that executes some help, administrators have the power

so only administrator can added register users if a intranet like setup was made..

so in configuration if registrarion are disabled only administrator will added..

due this means changes in internall funtions, will be done after many commit of corrections
