Firefox sub menus show only on second hover

Ubuntu Budgie 19.04 Budgie 10.5 On Firefox the global menu sort of needs to "reload" a sub menu after hover to show the contents of the said menu. It happens every time. Here's proof. https://imgur.com/gallery/cR5fOsU
