Add support for Budgie Desktop Settings
On Ubuntu Budgie, the Desktop Settings and System Settings in the Desktop menu both open gnome-control-center. This change will allow the "Desktop" settings to open the more desired "Budgie Desktop Settings" instead, without affecting any other distros.
