Xfce Plugin Size Allocation

Please revert d20ca4d6, or set the Scrolled Window width to the allocated width of the panel plugin. Currently On Arch Linux with latest xfce panel (v4.19 and up). There is almost no space allocated, so even the the title menu doesn't show. I have to set scrolled minimum width with CSS for the plugin to be actually usable.
