viking does not recover after deleting endpoints

From a viking user's internal issue report, slightly reworded:

• Delete an API deployment ** Viking now knows "oh no, there are no healthy endpoints to send the ingress's traffic to!”
• Delete the API ingress object ** From then on, viking will never recover until a restart, or until both the Ingress and the API deployment are restored.
