INFRA: Create Kubernetes cron job to execute cleanup migration on 3/1/22

We're going to utilize Kubernetes' ability to create cronjobs to execute the algebra 2 cleanup migration script created here subway!914 (merged)

This also may require making some changes to the migration script to ensure it can run the correct environment
