Add command to remove deployment without affecting resources

(Note: split from original issue #95 (closed))

There should be an option to only remove the Adapt deployment information, without attempting any change to the affected resources (i.e. destroy the deployment without stopping the deployment). This is useful in two similar cases:

• the user wants to retain all the Adapt-managed resources, but no longer have Adapt manage them
• the user has made some manual changes already and doesn't want Adapt to modify them in the course of trying to stop the deployment

Two different proposals for the CLI command for this are:

1. adapt destroy --no-stop DEPLOYID

2. adapt disown DEPLOYID
