Update kernel for working with Android 12+ on Waydroid
As per https://lineageos.org/Changelog-26/ (specifically the section about legacy devices) we need to rebase on https://github.com/LineageOS/android_kernel_oneplus_msm8998/tree/lineage-20 to get eBPF patches required for running an Android 12 OS (including inside Waydroid); ideally we can keep the port using Halium 9 as well, but on the other hand it might also make sense to just update it to e.g. Halium 12 as a part of #1 in case it doesn't end up being too much effort.
Last official 19.1 LOS ROM builds in case those become relevant:
