USB-C Audio doesn't work

The phone doesn't seem to switch to the new device. @Flohack74 found that pulseaudio hotplug module is disabled; but enabling this causes various other issues.

Important for FP4 as it's the way to connect wired headphones to the phone as there's no headphone jack.
