Mouse scroll only works on the first tab you scroll

Step to reproduce

1. Connect a mouse to your device
2. Open Morph Browser
3. Scroll the current tab
4. Switch to another tab
5. Scroll again
6. Close and reopen the app
7. Switch to another tab
8. Scroll that tab
9. Switch to another tab
10. Scroll again

Expected Results

Mouse scroll works all the time regardless of the tab

Actual Results

Mouse scroll only works in the first tab you scroll. It doesn't work on any other tab.

Additional Information

This isn't an issue on the Ubuntu desktop Another observation is that it seems like it's not just scrolling that isn't working. The mouse scroll event itself isn't being detected because the shortcut Ctrl + mouse scroll to zoom also doesn't work.
