Dismissing Drawer by clicking outside while a fullscreen app is in the foreground, brings up the app behind

Steps to reproduce

1. Switch to windowed mode and make sure the Drawer doesn't span across the whole screen's width
2. Open a random app and position it around the middle of the screen
3. Open an app that can go fullscreen (i.e. Machines vs Machines)
4. Push the mouse to the left to open the Drawer
5. Click around the middle area where you positioned the first app

Expected results

The Drawer closes and the fullscreen app remains the active app/window

Actual results

The Drawer closes but the first app you opened, the one behind the fullscreen app, gets activated and put in the foreground.
