Hold OTA-7 development planning meeting

After OTA-6, we will hold a meeting with core and app developers to discuss our goals during the OTA-7 cycle. This is where the initial triage of bugs will happen.

This meeting is NOT a whole-organization meeting. We will normally repurpose one of our general meetings for this.

On this meeting's agenda:

• What went well during last cycle, what we need to improve on, what we need to start doing this cycle (everyone bring one of each, bugs and features don't count. Think management and organization.)
• What each of us will work on during this cycle (I plan to only add assigned bugs to the milestone)

After a release date for OTA-6 is agreed on, I'll post a Nextcloud poll with possible times to hold this meeting. I plan for it to be synchronous.
