Problem: Currenly there is a special case when `:to` and `:from` are
equal, we do not reduce the allowance of the sender. This special case
does not provide any obvious advantages and it adds slight overhead.

Solution: Remove this special case, make the content of TZIP-7 less
ambiguous.
