Made more explicit instructions about date and time specification.

- Plain time specification within headings is allowed

Plain times can be useful for diary-style entries. For example:

** Dentist 8:20am
SCHEDULED: <%%(diary-cyclic 7 10 20 2022)>

This will be alerted every Thursday at 8:20am.

The problem: org-yaap-todo-only required org-yaap-include-tags to
match in order to alert for any heading, even if it was in a TODO
state.

The solution: when todo only is in effect, all TODO headings will be
alerted regardless of org-yaap-include-tags.
