Can't send a downgraded video quality stream

What could be improved

I would like to control the quality of the camera footage being sent. right now it looks like it always sends maximum image quality, which severely hurts p2p user experience in terms of latency.

Why should this be improved

To increase the experience in terms of latency for p2p users, and to have a better control over the video quality.

Any risks?

In the web version we can easily ask for a specific camera resolution from the camera device upon connecting to Twilio. It there a way to do it in mobile too? Just to be clear - I'm talking about sending Twilio a low quality camera footage initially, regardless of their SDK.
