Add support for aarch64 architecture

Description: When building my requirements on an aarch64 machine, tumult analytics calls for tumult-core, which tries to get installed, but fails with a log saying aarch64 is not supported. There is no problem with tumult-analytics, so Id like to add support for aarch64 on tumult-core as well.

Expected Behavior: Should be able to install tumult-core on an aarch64 machine.

Steps to Reproduce: pip install requirements with tumult-analytics on an aarch64 machine.

Core Version: latest (wheel dependency via tumult-analytics)

Python version: 3.11

Java version: n/a

Spark config: If you were using a non-default Spark config, what options were set?

OS: Linux

Installed packages: tumult-analytics along pyspark
