Split `SECURITY` class in two

According to the current TraFF Event and SI List, the SECURITY class (still reserved as of 0.7) includes some events referring to civil security incidents (air raids, bomb alerts, terrorist incidents etc.) and others referring to security checks (police checkpoints or speed checks). It would make sense to split these into two different classes.
