follow BugTraq specifications: .gitbugtraq file, several configuration inconsistencies

The official Git BugTraq specification (https://github.com/mstrap/bugtraq) uses the .gitbugtraq
file for configuration on project level.
This is for example followed by Gitblit or SmartGit.
TortoiseGit does not support this file, though, but uses it own .tgitconfig
instead, which other clients don't care about.
Currently I have to add both files with the same content to the repo to achieve independent configuration.
Please follow the specification and migrate project level BugTraq configs to the .gitbugtraq
file.

EDIT: I also found out, that the BugTraq implementation of Tortoise(Git?) has some major inconsistencies to this standard.
