Rebase may take extremely long time to open window

What steps will reproduce the problem?
- Create local branch on cloned repository with many branches and years of history (imported from CVS)
- Add a couple commits to private branch
- Open the rebase window. When it finally opens I see that the "Branch:" selection pulldown has my local branch selected but the "UpStream:" pulldown has the last /remotes/origin branch available in the list. In my case performing this rebase would involve ~16k picks and I am guessing that is why the window takes so long to open.
What is the expected output? What do you see instead?
If the branch is not a tracking branch, then can the dialog not select any UpStream branch by default? Master is a likely choice, but not necessarily correct.
What version of the product are you using? On what operating system?
