support branch renaming

Currently there doesn't seem a way to rename branches. Such functionality could be added for example in the browse refs screen (for both local and remote branches) - right click on a branch and have 'rename' alongside 'delete'

What version of the product are you using? On what operating system?
TortoiseGit 1.6.3.0 on Win 7 and git 1.7.4

Please provide any additional information below.
