ability to use Cygwin's git instead of msysGit

msysGit doesn't work too well for me; for some reason it can't set
executable bits. This causes all files that are committed as 755 to appear
always-modified unless you set the repo to ignore perms.
Cygwin's git works perfectly for me, on the other hand.
To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
