Log Messages filter breaks Russian characters on pasting
What steps will reproduce the problem?
When I paste Russian text into the Log Messages filter, I get broken characters such as ??????????? or �����������
- Copy Russian text from UTF-8 file to the clipboard having an active English keyboard layout
- Paste it into Log Messages filter. You will see
??????????? - Copy Russian text from UTF-8 file to the clipboard having an active Russian keyboard layout
- Paste it into Log Messages filter. You will see

What is the expected output? What do you see instead?
I expect the correct characters encoding.
What version of TortoiseGit and Git are you using? On what operating system?
- Windows 10 Pro 20H2 (19042.1466) x64
- TortoiseGit-2.13.0.0-64bit
- TortoiseGit-LanguagePack-2.13.0.0-64bit-ru
- git 2.32.1.windows.2

You can get exactly the same behavior by copying the text from the commit message with the Russian text by Right click on commit - Copy to clipboard - Messages.
Repeated on older versions. At least a couple of years I think.
