git-svn: support setting an authors file

What steps will reproduce the problem?

1. Clone an SVN repository via TortoiseGit
2. Note that there is no way to set the command line option --authors-file.

What version of TortoiseGit and Git are you using? On what operating system?

2.4.0.2 on Windows 7
