"Use recycle bin when reverting" does not work

What steps will reproduce the problem?

  1. Modify a versioned file
  2. Revert...
  3. The modified version of the file does not appear in the recycle bin

What is the expected output? What do you see instead?
The modified version of the file should move to the recycle bin.

What version of the product are you using? On what operating system?
1.2.1.0-32bit
1.3.2.0-32bit
Windows XP SP3

Please provide any additional information below.
I've tested this on several machines, but never found the file move to the
recycle bin.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
