TortoiseGit Update closes windows explorer but does not reopen it

For a couple years now every time I get a TortoiseGit update it attempts to close and reopen applications and shows a message that it failed to do so. I continue the installation and it closes windows explorer. When it's complete I'm staring at my desktop with no windows explorer running, I have to ctrl-alt-delete, open task manager, and run new explorer task to do anything. The installer should never leave a computer without windows explorer running.

Steps:

  1. Get an automatic update
  2. Click yes to automatically close and reopen applications
  3. Click OK / Continue when it says it was unable to close
  4. Watch the installation complete

Expected: At minimum, Windows explorer should be reopened.

Actual: Empty desktop with no Windows explorer running.

I'm guessing the close and reopen step is all or nothing, if something fails to close then nothing will be reopened. It should not be like this, it should reopen the applications it was able to close. At minimum it should always reopen Windows Explorer.
