Non-correctly visualized settings dialog on modern high-DPI displays

What steps will reproduce the problem?

Setup Windows on 250% zoom level which is looking with normal size on 4K display
Open Settings dialog and you will see what I have attached

What is the expected output? What do you see instead?
Scaling of dialog controls according to Windows display scale. Sizes should not be hard-coded in pixels.

What version of TortoiseGit and msysgit are you using? On
what operating system?
Windows 8.1 x64
TortoiseGIT 1.8.14.0

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
