UI: Add drag-n-drop to `Apply patches` window

I suggest adding drag-n-drop feature to I suggest adding drag-n-drop feature to Apply patchesI suggest adding drag-n-drop feature to `Apply patches window to add patch files and also ability to drag-n-drop items in the list (Up/Down buttons for this purpose are XX century, aren't they?)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
