notes.rewrite.rebase doesn't work

Even though notes.rewrite.rebase is correctly configured, it seems that the note is never rewritten after a successful rebase via TortoiseGit. It is because TortoiseGit has no true rebase and uses reset and cherry-pick internally (confirmed it with reflog).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
