Unable to re-download TortoiseGit packages due to caching

What steps will reproduce the problem?
- Check For Updates
- Select TortoiseGit
- Download
What is the expected output? What do you see instead?
Expected: It fetches the files again
Actual: Install button shows immediately, not fetch from internet
What version of TortoiseGit and msysgit are you using? On
what operating system?
TortoiseGit 1.7.13.0 - 1.8.3.0
msysgit 1.7.10+
Please provide any additional information below.
If the file is corrupted, there is no way to download the file again using Update Check Dialog unless downloading through Firefox/Chrome.
