Rebase Dialog shows Log menu button after rebasing if not launched from log dialog

It is more convenient to press show log button in rebase dialog if it is not launched from log dialog.
If launched from log dialog, there is already a refresh function.
Here are some possible operations to launch rebase dialog outside log dialog:
Context menu / command line: Rebase dialog
Fetch Dialog: Rebase after fetch
Sync Dialog: Rebase after fetch

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
